This would simply happen when you are in folder where there is not such file.
How to resolve:
Simple change to the folder in which the artisan file is location or the project folder you are in wrong folder
Or you haven't installed the project properly. Backup your data and and reinstall. How to backup your data I have no idea neither you would be needing that, since if you are getting that issue you must be at your staring point so just reinstall.
